The server estimates each viewer's bandwidth and moves them between layers on IDR boundaries to avoid visible artifacts. Viewers never pick a quality manually.

HEVC / H264 multitrack

ppobs can publish H264 and HEVC as two independent streams. The player pulls HEVC-simulcast for roughly 30% less traffic when the browser supports it, and falls back to H264 automatically.
